outlook express problems

I'm sorry if this gets posted twice, but I sent this before 2pm and still
don't see it posted.

For the past few weeks, when I open OE, it takes at least a minute or two
for the screen to come up. If I had been working offline, the box comes up
asking if I want to go online, and yet when I press yes, nothing happens (I
am on line at the time this happens.) I haven't had any problems whatsoever
before. Any ideas? If I would back up OE to a CD-R, can I reinstall OE from
my XP disc that came with computer? Then how do I get my info from the CD-R
in OE without it screwing up the works again?
