outlook express not opening

i am not able to open my outlook express program. when i try to open it it says: outlook express could not started and it can not open its store folder. it returned 0x80040154 error also it says msoe.dll file is missing. so how can i retrive all may mail as well as correct this preblem please help.

Sound like you may have damaged or incorrect versions of either
the Msident.dll file or the Msidntld.dll file. For more

Note: Since KB259893 is not written to cover Microsoft Outlook
Express 6.0 for Windows XP, instead of performing any of the
resolutions in the article I recommend that you perform repairs
