Outlook Express -- message receive time incorrect

Ever since I reinstalled the windows 98 OS the received
info on each message is incorrect. The time is 3 hours
BEFORE the actual time that the message is recived. For
example the PC clock shows 8:17. I send a message to
myself and receive it. The time on that message is 5:17.
Where is this time controlled???

right click your clock>adjust date/time> and change your time zone
