On a monthly basis I send my clients a newsletter, about 115
recipients. I send 4 emails selecting and placing in bcc about 30
addresses. Over the past 6 or so months I've received many bounce
backs, I think they are being refused as spam. Is there any way in OE
to set up the program so that it sends individual emails to each
client it finds in my address book? (Or maybe another program more
suited to my needs)

In OE, create a Group and have the "addresses" that you want to join
the group.

As for 'mass' email to each email address, I am not sure that any
email client software has ever been developed to read a list of email
addresses and sent out a "personized" email to each.

Try the same Bounce back e-mail on an individual e-mail that refused the
E-mail and see if it will not bounce back to you.
Some Recipients after a while instead kindly tell you stop, just don't
bother and put your e-mail in the spam folder or check if your E-mail been
listed as Spam with their or any ISP?.

A computer can be programmed to do Any clerical task. To a degree, it's the
point of it's existence. Certainly a set of interactive scripts and text
files could be written to send any number of combinations of items to any
variable set of email addresses. OE does not have a scripting interface for
that very reason. Spamming is childishly simple for a programmer.:/

Off the top of my head, my attack on the problem would be to script a set of
mailto: commands that took their body info from some defined variables.
Consider the effect, for example of running the command:
"mailto:[email protected]?subject=spam info&body=The message's first
paragraph.%0A%0ASecond paragraph.%0A%0AThird paragraph."
