Outlook Outlook Express has blank toolbar buttons

I always have to click the handle on the toolbar to get the buttons to be visible on my XP Home system. How can I make them appear magically ?

Go to View>Layout and tick the toolbar option

You can also add to the Toolbar by using the Customize Toolbar option

Perhaps I was not clear. The toolbar itself always appears immediately, but it is empty - no buttons. Once I click its handle as if I were going to drag the toolbar elsewhere, the buttons all appear.
