Outlook Express Error 0x8004010F,1400

Every time a WEB page, program, or I attempt to open Outlook Express I get
the above error.

I am runnings XP, SP2. I have tried reloading the program and still get the
same errors. When the problem first started I was using only McAfee for
protection. I have since added the Uniblue security packages for added
security. My firewall is Microsoft's.

Thank you for any help.

PS: Tried using IE 7.0 with same problem. Backed up to latest Version 6
because of other problems.
 
Is MS Office 2003 SP3 and/or MS Outlook 2003 *SP3* also installed? If so,
is OE configured as the default for Mail in Set Program Access and Defaults
(cf. Microsoft Outlook updates change the default mail handler to Microsoft
Outlook: http://www.oehelp.com/OETips.aspx#13)??

Is OE configured to send/receive at startup or open to the Inbox, and does
the default mail account in OE connect to an Exchange server when
sending/receiving?

That's a fairly common error for Outlook 2003
(http://support.microsoft.com/kb/939996/en-us) as well as Exchange
(http://support.microsoft.com/kb/905813/en-us), but not OE.
