Outlook Express embedded photos

What determines whether photos embedded in HTML e-mail will show or not?
When I am forwarded HTML mails with graphics, sometimes they display
correctly, as sent, and sometimes show up as text-only messages with the JPGs
or GIFs as attachments at the top. Is this a sending or receiving problem?

Sending such a message successfully using OE depends on several things.
Perhaps the most important is:

OE Tools > Options > Send > Mail Sending Format > HTML > Send pictures
with messages (must be checked)

Reading such a message in other than Plain Text, depends on these settings:

OE Tools > Options > Read > Read all messages in Plain Text (uncheck);
and to a lesser degree

OE Tools > Options > Security > Download images... (uncheck; WinXP SP2
only).
