Outlook Express - deleting attachments

Outlook Express - is automatically deleting most of the
attachments being sent to me - as they may possibly be
contaminated. I cannot believe all these messages are a
problem. A number of my associates are experiecing the
same problem. Any others experiencing similar problems?

PS I could not actually find a user group for Outlook
EXPRESS- but hope someone can help.
 
It's removing access and certainly does not delete the attachments
Tools-> Options-> tab Security-> option Do not allow attachments...
