Outlook Express deletes all attachments - how to turn off?

Since updating my Outlook Express after Blaster Worm,
Outlook Express 6 (running out of Windows XP) now deletes
ALL attachments in my in-coming mail as "unsafe". How do
I turn this off?

Go to the 'Tools' menu and select 'Options'. On the 'Security' tab
de-select 'Do not allow attachments to be saved or opened that could
potentially be a virus'
 
If you go to Tools, then options, then Security on
Outlook Express you will find that it is not allowing
attachments. You can click to allow attachments.
