The problem is with the registry counter that gives you the prompt after
100
closings of OE. It is being increased quicker than it should be. There is
a
growing number of programs and actions that may be causing this after
installing SP3. Do you have any of the following?
IBM Rapid Access keyboard (driver) RAKDLL.DLL
Windows Desktop Search
Window Live Mail (even if it was removed)
Mailwasher
Nero plug-in(s)
Opening EML files while OE is closed will also contribute to the registry
count.
Various anti-virus, anti-spyware and third party firewalls, especially if
they were running when you installed SP3.

Run the program and monitor the Compact Count Check registry value by
filtering on: Compact Count Check.
This should identify the program that is causing the rapid increase in the
Compact Check Count registry value.

After installing SP3 of XP i get the annoying message to compress my
Outlook
Express folders. I de-installed Outlook Express as I don't need it, but
that
messages still appears ever 30 seconds.
How can i get rid of that stupid behavour?

Setting "Compact Check Count" in the registry
to decimal 0 worked for me.
Stopped that annoying Pop Up.

But not for long. Especially if you have the OP's exact same problem.
Do you use OE? If you do, and you never compact, you can be sure to lose
your messages sooner or later.

Compacting your folders periodically is a must to keep OE functioning well
and at some point, you may lose all your saved messages if you don't. When
you delete, or move messages, the space they had used remains until you
compact.

With SP2, automatic background compacting was removed due to problems it
caused. Now you will get a prompt to compact after 100 OE closings, which
you should do, and don't touch anything until it has finished. If you
compact manually, at your convenience, this will also set the counter back
to zero. See this for more information:

If you are fully patched, you will also now see a copy of your dbx files
being copied to the Recycle Bin as BAK files. Should something go awry when
compacting, the messages can easily be restored from this backup. A manual
compact will also reset the counter in the registry back to zero now.

To keep things running smooth, and for faster compacting:
Do not archive mail in default OE folders. They will eventually become
corrupt and you may lose mail. Create your own user defined folders for
storing mail and move your mail to them. Empty Deleted Items folder
regularly. Keep user created folders under 100MB, and Default folders as
empty as is feasible.
