OutLook Express - can't send email

I can receive email messages through Outlook Express, but
cannot send messages. I get an error telling me the server
has disconnected. The server isn't the problem because I
can access from another computer. I have AOL as the ISP on
the computer that I can't send from. Is AOL 9.0 not
compatible with Outlook Express? AOL says no, but I'm not
sure they know what they're talking about! I need help!
Do I stop using Outlook Express or AOL???

AOL will not (usually) allow you to send email with a)another ISP or b) in
another email client.

Thanks. An AOL Technical Service Rep told me that AOL has

no affect on Outlook and that Outlook Express should work
using AOL as the ISP. I figured they were wrong.
