Outlook express Blocks attachments

When I receive e-mail OE blocks access to attachments
stating they may be infected. The attachments are sent
from a reliable source and are clean. How can I prevent
this . I am unable to find the path to adjust settings or
programs that are blocking attachments

In OE, Tools - Options - Security - disable "do not allow attachments..."

But since I am already here:
In OE click Tools, Options, Security, uncheck box that says "Do not allow
attachments..."
