outlook express blocking all attachments

I currently have Outlook Express 6 (running on Windows
2000 Professional). I have used outlook express for years
without any difficulty, but about 6 months ago we had a
new operating system installed. Since that time I am
having trouble receiving attachments - - any attachments.
The paper clip icon is there, but when I click on it
everything is "grayed out". I can hit the forward button
and then open the attachment from the forwarded message
window but that is an extra step I've never had to do
before. Is there something I need to do to be able to
just open an attachment straight? These attachments are
not ending in .exe or any of the others that are listed as
ones that Outlook (or Express) may automatically block.

A second question somewhat related is that about half the
time even after I open the attachment, in the long run
around way I have to do it, there isn't a message there
just the banner "OE removed access to the following unsafe
attachments in your mail: " It used to be that my virus
scan would just let me know if there was a problem, now
the message doesn't even get to me. Any thing I can do
about that? I obviously don't want a virus, but I
question the fact that so many would be unsafe. If I have
that person send me the email again straight (not in an
attachment form) it comes through to me with no apparent
virus as it is scanned clean. Many people though simply
send everything as an attachment and I can't request
everything be resent.

open oe and select tools | options | security tab and uncheck the second box
from the top concerning potentially dangerous attachments.
