Outlook doesn't start "on-line"

I have been using Outlook Express and recently installed Outlook 2002. When
I attempt to send an email using Outlook 2002 it just goes into the outbox.
If I click the send/receive all button it will send the email. One other
curiosity, if I send the email to my self it comes back twice. I have been
through the account set-up several times but no luck. I have a Verizon DSL
account and am "always" on line.
Any suggestions would be appreciated as this is driving me crazy.

This is how Outlook is supposed to behave unless you tell it to perform an
automatic send/receive every so often. With the Inbox open, press
Alt-Ctrl-S and set a send/receive interval. Don't set one less than about
ten minutes, however.

Do you mean you see two copies in your Inbox?
