Outlook doesn't open; generates multiple processes

I have an XP system, recently rebuilt, that is having a problem opening
Outlook sometimes.
When it happens, you double-click on the icon and the hourglass spins for a
few seconds, then nothing. But if you look in Task Mgr, you'll see multiple
instances of the Outlook.exe process.
This happened before and after the recent rebuild. It doesn't happen all the
time, just sometimes. When it does happen, a reboot resolves it, but that's
not the way to work.
Any ideas on what to look for?

First visit Office.Microsoft.Com and use the "Check for Updates" to
bring your version up to date (May need to run more than once). Also,
you might use the Help, Detect and Repair feature to see if your Office
instance needs adjustment.Click the text "Help" and choose the option
in the menu.

Makes sure ALL instances of outlook.exe are killed by using the Processes
tab in Task Manager. Then see if Outlook opens okay. If it does, that
means outlook.exe was still in memory when you tried to load a new instance.

Try running Outlook in its safe mode ("outlook.exe /safe"). That will NOT
load any add-ons that you have installed for Outlook (Tools -> Options ->
Other -> Advanced, add-ons and plug-ins). Could be one of the add-ons is
screwed up. Outlook has to load them all when it loads, so if one of them
crashes then so, too, does Outlook crash (and similarly when Outlook
closes).

This can happen right after rebooting and logging it. Task Mgr shows no
Outlook processes. Then you try to open Outlook and it happens. But it
doesn't happen all the time, in fact, it opens normally a lot more than it
doesn't.
I'll try opening it in safe mode.
