Outlook doesn't appear in program access and defaults

I just reinstalled Office Professional 2003, and now Outlook doesn't work
correctly, and it doesn't appear in "Program Access and Defaults" as an
option for e-mail. What do I need to do to fix this problem?
 
What does 'doesnt work correctly' mean
What is set for email app in 'access & defaults' and what is set for email
app in Internet Options?
