Outlook doesn't allow a proper recurring rule for election day

The proper rule for election day in November is "the first Tuesday after the
first Monday in November". Outlook does not allow for that, as a result it
called for election day on 1 Nov instead of 8 November.

Easily fixed by moving the item to the correct day. Everyone gets something
wrong at least once a year.

Holidays don't have to follow recurrence rules. They're manually created in
a text file then imported into Outlook. The human being that created the US
holiday list screwed up Election Day this year because they forgot the
'after the first Monday' part of the rule.
