I just went into my contacts and changed someone's e-mail address. I then
right clicked on that line and selected "new message to contact". In the
e-mail box that popped up, the person's old address was shown. This happens
all the time. Can anyone help me to make it stop?

Clarify what you are doing.
Recognize that many changes to the address book service do not occur until
you restart it.

I thought I made it clear. In outlook - contacts, I change someone's e-mail
address. I then right click on that person and select "new message to
contact". An e-mail window pops up with the person's address already filled
in, except that it is the old address instead of the one I just changed it to.

Are you saying I have to restart outlook for the changes to take place?

I cannot reproduce that behavior.
State your Outlook version. State the steps by which you are changing the
email address and in what view.
