No, it’s the same in Outlook 2007. Copy the address beforehand if its not
in the address book.
There is no way around it when using the file, send to menus but if you are
sending from Windows Explorer's send to menu, you can make a shortcut that
uses outlook.

Outlook 2003 does not allow to switch to a main Outlook window or an
Office
program from which an Office file was sent with the new message with
attached
file window open.
How to switch to the main Outlook window without closing the new
message
window?
