Outlook - Do Not Deliver Before and Expires After

I have a user that has the options "Do Not Deliver
Before" and "Expires After" checked by default in a new
mail message. Typically, if you want to select one of
these, you have to do each in each email message that you
want.

How do I get these settings back to the original default
of NOT being checked?

Does the user have a custom form set as the default for new messages? What
is checked under Tools->options->email options->advanced?
