Can you designate the members of a distribution list to receive e-mails as
To: and CC:? i.e. I want three members to be on the To: line and two members
on the CC: line
 
No. A distribution list is just a list of addresses. For your scenario,
you'd need two DLs, one for the names to go in To and the other for the Cc
names.
