Outlook Outlook directing mail is broken

My Outlook (Windows 7) ability to direct mail is broken. Without any discernible pattern, some incoming mail ends up in one of 3 files: Inbox; Delete box of Junk mail. Moreover, if you highlight and direct an incoming mail to be assigned to junk mail, that doesn't work in that the next mail from the sender directed to Junk mail can end up in any of the 3 files, at random, The rest of Outlook -- indeed the other Microsoft programs, Word, Excel, PowerPoint -- performs normally, but the directing of incoming mail is sadly messed-up. Any suggestions? Thanks.
 
What kind of mail are you using with Outlook? Exchange, IMAP, or POP? What version of Outlook are you using? If you have a web interface for the mail, is the same thing happening there, or is it only happening in Outlook? My first thought would be to turn off all rules and see if they're the culprit. Another would be to create a new mail profile to rule out any settings as the issue. You can also lower you Junk Mail settings to limit what is happening automatically and see if that is part of the problem.
