Outlook delay when clicking on URL

When I receive a message containing a URL (or have
composed that message), and click on the URL, there is a
delay of 5 to 15 seconds before IE will open. Can you
suggest a fix?
 
Is this delay still there when you have Internet Explorer already open?
Starting Internet Explorer takes time as well.
