Outlook 'creat new rule' does not move files on first run

When I create a new rule, and check the 'run on inbox", the selected file
does not get moved to the desired folder. I must create a second (1) rule in
order to get the files to move from the inbox to the folder. This is only
true for the first new rule created when opening the 'create new rule' dialog
box. Once the box has been opened, it will move files on first try.

I am using Outlook 2003 SP2 and have auto updates turned on.

How is this a suggestion for Microsoft rather than a post about a problem
that can be solved by asking in the newsgroup? Do not abuse the suggestion
feature.
