outlook contacts display location

We are using Outlook 2000/xp/2003 on an exchange 5.5
server. When clicking the TO button, is there a way to
change where the Contacts folder is located in the
dropdown list. We have about 20 distribution lists under
the global address book and USUALLY the contacts list is
way at the bottom forcing the user to scroll down, some
machines list the contacts at the very top,but most at
the very bottom. What determines where the list shows??

The order of lists in the address book is controlled by the order in which
they were added.
 
So is there a known method to make it so My Contacts will
be displayed first??

Only by removing them all and adding them back in the order you want them
displayed.
