Outlook Outlook Change Notifier

I recently discovered that there is a facility in Outlook 2007 to shrink photos to send them as an email. BUT when I try this it just freezes my outlook program after I select this option. The only way I seem to be able to get it going again is to restart the computer. When I do this I get an error message which tells me if I am regularly getting this error message that I should disable the add in and look for an outlook change notifier update. I have tried that but am unable to find such a thing. Any helpful suggestions would be gratefully accepted.
