Outlook Category not working

When I change my current view to use by category none of the contacts show
up. There are a couple of contacts that will show in a category from one
folder but all the other contacts in that folder will not appear although
they are not associated with a category yet. What could be the problem?
 
the groups are minimised I think.
You will see headings that Say Categroy: None. Click the little cross at the
left edge to expand.
