Outlook cannot connect to smtp or pop3 server

Hello All:

I am hopeful that someone can help me out. I have Exchange Server 2003 and
Outlook 2003 installed on my system. When i attempt to get mail from the pop3
server, I get the following message: Task 'stone-and-stone.com - Receiving'
reported error (0x80042108): Outlook is unable to connect to your incoming
(pop3) e-mail server. If you continue to receive this message, contact your
server administrator or ISP

When sending a message I get the same message except that it says Sending
instead of receiving and the error code is (0x80042109)

Can someone please tell me how to fix this error? Thanks

If you have an Exchange server, why are you using a POP account?
 
I wanted to make sure that it worked, it did once before but stopped and I
want to get it working again.

Have you spoken with the administrators of the Exchange server?
