Outlook cannot connect to my email server

I have Vista Home Premium and I recently installed Office 2003. I tried to
get my Outlook account setup, but it says that it cannot connect with the
hotmail server. I downloaded the Outlook Connector, still the same problem.
What can I do to get this working?
 
What is the exact error reported? Send/Receive usually also gives an error
number.
Do other accounts work in Outlook?
Verify your firewall isn't blocking Outlook.
Also, if you have a virus scanner that integrates with Outlook, disable this
integration and try again.
 
When trying to connect, all it says is "the network connection has been
interrupted. please try again later." i dont have any other accounts to try
to use in outlook, and i just configured windows firewall to allow Outlook.
but the same error occurs.
 
Which addins do you have installed?
