Outlook can not send mail

I am getting the following error message on my husband's computer. We use
the same account so I compared the settings on the two machines. Everything
is set the same. I am baffled.

Error Message:

Task 'Account Name - Sending' reported error (0x800CCC0F) : 'The connection
to the server was interrupted. If this problem continues, contact your
server administrator or Internet service provider (ISP).'

Troubleshooting so far:

1) Checked authentication (logging onto outgoing server), everything checked
correctly.

2) Disabled Nortons, no change.

3) Re-installed Outlook Express (in case needed files were missing), no
change. (Can send mail in Outlook Express).

4) Disabled Sprynet security (scam blocker, etc.), no change.

5) Created new profile, no change.

6) All of the above both separately and at the same time, no change no
matter what.

We are using WindowsXP Pro. All updates are done. Even updated to SP3 for
Microsoft Office. Any help would be great.

Thank you for the link. However, I have stepped through all of those before
I posted.

I really am at a stand still as to how to solve this.
