outlook back up failure

I recently had to return my pc for fault diagnosis. The engineer told me that
had done a complete back up before replacing the hard drive. However I have
not been able to recover outlook: contacts, diary or e mails from te
partitioned back file he created and he can`t help.. a colleague told me it
has happened to him, as well.
Is it likely that the data is there but hidden in some way or is such a loss
a recognised problem?

First, you need to find a news group for Outlook. This is
a .NET programming group.

Here's how to locate an appropriate group through the web interface:

Select your language from the Tree View on the left, then scroll down to
Office and Desktop Applications. In Office and Desktop Applications, open
the category for
Outlook. There, select an appropriate group in which to post your question.

Another suggestion. You paid this "engineer" to work on your computer, and
that work included backing up the content of your hard drive so that
applications and data could be restored on the new drive, correct? In that
case, inform the person who did the work about the problem, and if (s)he
cannot correct it, seek partial return of fees paid. There is a legal
presumption of professional competence and responsibility on anybody who
accepts payment for services rendered.
