Outlook asks to install language packs?

My girl friend and I both use Outlook XP.
When she sends a message to me it asks to install a Japanese language
pack. Neither if us speak Japanese. If I say no it comes out with a
bunch of squares or question marks instead of contractions like " I'm
or I'll". She say's she has other people tell her this too. I'm sure
it's not on my end.
Has anyone run across this before?
Any help is greatly appreciated.

Why are most problems addressed within a few hours but mine is
completely ignored? If this is not the proper group for this, then can
some one point me to it?
