Outlook and autoconnecting to a DSL connection

I am having a problem getting Outlook 2003 to automatically connect to my
ISP via a DSL (PPPoE) connection. I am looking for the same behavior I see
when I fire up Internet Explorer - I want to simply start the application
and the connection is automatically done to the web. It is mostly a
nuisance since I can connect manually or first bring up IE, but I'd still
like it to work more like a cable connection or LAN.

There are 3 ways to configure a connection in Outlook: 1) LAN with/without a
modem, 2) Dial Up, and 3) Same as IE or 3rd party. I've tried all of these
to no avail. This is all happening within Windows XP connecting to Bell
Sympatico. Bell has very little constructive to say either from their phone
support or online support.

As an interesting side note: if I configure as a Dial up, Outlook will bring
up a connection form, but with drop the connection immediately after
downloading all email. If you then attempt to write and send a new email,
you get an error since there is no internet connection. I've set the
connection to "Never" hang up but Outlook obviously doesn't listen to it.

Any ideas or hints how to solve this?

I'm not sure if this is what you are asking for but it works if the connecton to your ISP is active. I also have a DSL with PPPoE and it works for both incoming and outgoing mail with or without IE being active.
1. open Outlook Express.
2. click on TOOLS.
3.click on ACCOUNTS.
4. click on MAIL.
5. click ADD and select MAIL.
6. Internet Connection Wizard opens.
7.enter your NAME- click on next.
8. enter your e-mail address- click on next.
9. your incoming mail server is a POP3 server.
10. incoming mail server: pop.your ISP (example--- pop.sbcglobal.net).
11. outgoing mail server: smpt.your ISP (example---smpt.sbcglobal.net).
12. click next.
13. input your user name and password for your ISP account.
14. click next.
15. click finish.
