outlook activation

Got an HP iPAQ and in order to use it Outlook must be
installed from the accompaning CD. Outlook seems to
install OK. When I open Outlook it wants to activate
Microsoft Office. The activation starts but stops early on
with a window that says...Progress:Posting... Activation
goes no further. Computer is not frozen just activation
goes no further. I do not have Microsoft Office installed.
Must it be in order to use Outlook?

Win 98se, IE 6, Aol 8 Plus, 256RAM, gigs of HDD space.

OK, I tried again and all went well. Apparently no problem
now.
