Outlook 2007 won't send mail on public WAPs.

My setup:

Vista Ultimate
Outlook 2007
Connect to Linksys wireless router at home (secured)

I have no problem using my wireless network at home. But when I connect to
a wireless router at my office (also a private & secured Linksys,) I can
browse and receive email in Outlook 2007, but Outlook will not SEND MAIL for
some reason.

I have the same problem when I connect at Starbucks.
 
You ISP probably does not allow sending when you are not directly connected
to their network. This is to prevent spammers from using their mail servers
to send spam. With some ISPs you can configure authenticated sending. With
most you can't. You may have to use a webmail interface when you are not
connected to their network. Talk to your ISP to see which method to use.

Out computer club set up a wireless connection at the community center. We
had to restrict e-mail to web mail for exactly the same reason that Kerry
stated.
 
You may also need to authenticate to your SMTP server -- try adding your
username and password to the outgoing portion of Outlook and see whether
that succeeds.
