Outlook 2007 will not install

I am trying to install a stand alone version of Office Outlook 2007. This is
a new computer. Setup started to work and then stopped with no error message.
Now when I select setup the mouse shows busy for a few seconds and that is
it.

Update: Software appears willing to load on Vista ultimate 32 bit system,
but not on Vista Home Premium 64 bit system

Nevermind......Completely disabling Norton Security got me a little bit
closer. Installer asked for product key then tried to install. I then got a
message from Vista saying that Outlook installation had stopped responding.
Vista then said it could not find a solution at Microsoft but would inform me
when one became available. I then tried disabling UAC and the software
installed.

I find it impossible to believe that Microsoft has not documented this
behavior.
 
Did you first uninstall any Trial version of Office and its activation
assistant?
Norton was / is the problem
 
New pc on which you ran MSupdate before installing any apps?
Did it come with a trial version of Office which you failed to uninstall,
together with any activation assistant, then rebooted prior to installing
from cd?
And assuming its a Vista PC are you trying to install from a limited user
account?
Did you also try disabling any time limited trial of a preinstalled AV /
Internet security app?
