Outlook 2007: turn off View Ruler when composing

I hate it that when I accidentally hover my mouse near the top of the
message window, when composing a message in Outlook 2007, a ruler appears.
I never want to see this ruler.

I think it's using Word 2007 as the message editor, but Outlook 2007
doesn't really tell you that.

I can't find an option to turn off this ruler. Help!

I found it! Drove me crazy.

It's the little icon on top of the vertical scroll bar!
