Is it possible to purchase Outlook 2007 (or Office Basic) as a stand alone
application ? I am purchasing a new computer that will have an oem version
of Office Basic but would like to install just the Outlook program on a
networked computer so that the contacts and calendar can be shared.

You cannot install an OEM version (any component) on a the non-OEM computer. Please clarify if that is what you are asking as it appears you want Office Basic on one computer and just Outlook from Office Basic on another.

I know I can't install an OEM version on a second computer. My question is
whether or not I can purchase a stand-alone version of Outlook, without
Excel and Word, to be installed on another computer that the new computer
will be networked with so that we can share the contacts and calendar
features of Outlook, or do I have to purchase a full copy of Office Basic
for the second computer.

Okay - then certainly. I would try amazon.com as they have great prices and offer free shipping.
