Outlook 2007 says I don't have permission to send e-mail

After installing Outlook 2007 and setting up my e-mail account, when I click
on Send\Receive I get a Message stating I do not have permission to do this.

Any Suggestions?
 
Can you copy the error message and paste it here? What OS are you using? Are
you properly authenticating with your mail server?
 
I am using Vista. I cannot even get to the point of authenticating with the
server.

The error message is:

You don't have appropriate permission to perform this operation.
