No, leave that switch alone. It tells Outlook to re-use the same Outlook window when opening Outlook from the same shortcut.

||| beginning, right after I installed MS Office 2007 onto a brand new
||| computer.

||| So, what I've done is to immediately close the first window using
||| the X, and just use the second window. I've always only used the
||| second window that opens up. Everything seems to work fine. It's
||| just very, very annoying to have two windows open.
