Outlook 2007 is not automatically sending and receiving

I have "send immediately when connected" and have the "schedule an
automatic send and receive" set to 5 minutes but I have to manually
send and receive. Any ideas?
 
What type of email account?

It have several emails accounts -- all POP3 accounts -- dumping into
Outlook.
