No, not in the sense that the feature you are referencing to is exclusiveto
WLM. The Office Communicator uses this feature too and other chat clients
can use it too but have not implemented it yet. You can make it a feature
suggestion for Pidgin.
WLM and Office Communicator are the only chat clients that I'm aware of that
support it right now.

I uninstalled the latest version of Windows Live Messenger because it does
not support SIP. The only chat application I now have is Pidgin which is
multi-protocol compatible.
Is Windows Live Messenger pre-requisite?
