Outlook 2007: How to create a new signature from html?

Am trying to create a new signature for all emails to include my business
logo but it does not seem to be working through the signatures/edit
signatures tab, just showing a file but no signature. Please help!
 
Not sure what you mean, when you click on the file name, you then make the
signature in the white space under Edit signature, type stuff, click on the
picture icon to get the logo, etc..
