Just loaded Outlook 2007 on to new laptop. Data is all there. Receiving
emails ok, but when I send, they sit in the outbox. There is no error message.

Does the recipient receive them despite them staying in Outbox? What type of
account?

I have the same issue. Vista Home Basic (SP2) loaded on a Toshiba Satellite
with Bitdefender anti virus running. No problem receiving. If I use
Windows Mail or Mozilla Thunderbird I have no problems. Email is POP3
through Charter Communications and Gmail. Any suggestions?

I forgot to mention I get a synchronization error (ox800ccc13; cannot connect
to network) that shows up in the send/receive dialogue box.

This may or may not be the same error. Does your firewall allow Outlook
connections? Have you compared the port and security settings with those in,
say, Windows Mail to make absolutely sure they are identical?

Thanks for the reply Brian. Unfortunately my Firewall settings do allow
Outlook and my port/security settings are identical.
