Outlook 2007 cannot connect to POP3 Server

I have setup 2 new Dell computers, both running Windows XP Pro and Office
2007 that experience the same problem. After correctly configuring both the
local Exchange and remote POP3 accounts (using the same configuration info as
used on similar machines running Outook 2003 that work flawlessly), a "Send
and Recieve" results in an error 0x80042108 "Outlook cannot connect to your
incoming POP3 e-mail server".

Both computers have all MS Updates installed and are current with pertinent
patches. The dreaded Symantec Personal Firewall feature has been disabled,
as has the Windows Firewall during testing. All other functions work as they
should.

The same users logged into other workstations using the identical user
account info can access both Exchange and POP3 mail, both sending and
recieving. Those users are temporarily using their old computers until I can
get a handle on this problem. They can successfully retrieve the messages
sent from the new Outlook 2007-based machines. My only other experience with
Outlook 2007 has so far been on machines running Vista Business Edition
without any problems.

Any ideas? I'm scratchin' my head over this one!

What version of Symantec are you running? Did you upgrade recently? I am on
Symantec Antivirus Corp 10.1.6.6010 and had determained with symantec that
the Symantec Email tool (POP3/SMTP Sanp-in) was the issue. I removed that
tool for testing and issue went away. Looks like they messed up on one of
there updates that somehow hosed that feature. They are now looking into the
issue and will release a Point patch for this issue if they fix it. We were
on 10.1.6.6000. Lately Symantec has released updates that then cause other
issue. Symantec is starting to be compared to Mcaffee!

Thank you for the response. You are correct. This particular problem was
SAV-related, or more correctly put, Norton Internet Security-related. It
turns out that the client ordered Dell computers with the 30-day trial
version of Norton Internet Security. In the past, I have been able to
disable the Personal Firewall (the damned thing works too well!) such that it
doesn't intervene with basic operations. In this case that wasn't enough. I
simply uninstalled it as we don't need it anyway as we have a license for
SAV, which I installed. Once done, voila!. The problem was solved.

That whole trial-ware suite of garbage that comes with Dell computers, no
matter what you try to avoid, just stinks. This is a business environment.
I don't want that crapola!!!

The first thing I do when I get a new PC is reformat the disk and install
only the OS. If you have a business account at Dell, I would think you
could make arrangements to get a PC configured without that stuff. When my
company orders a PC, we simply install a preconfigured image so nothing
installed by the factory exists.

Yeah I really can't stand all that crap they think you need, especially AOL
stuff!!!.
In my company we have ordered many Vaio laptops and if I don't re-install OS
with our CD then they have always had weird issues, blue screens within a few
months. Sad part is most Laptop companies don't give you the CD and only
have their recovery feature, which sucks.

How do I set up the outlook for sending/recieving e-mail but did not want it
to be my default e-mail program? I am getting an error during the sent
message that unable to find the e-mail server .. (ox8000cccod) error message ?

Hello Toyets,

who is your ISP. and google them, you will come to know the exact
settings.

I'm having the same problem but I'm not running Norten or a Symantec program. I was using Windows Security tools but disabled them thinking this could be the problem. No change. I tried AVG, still no change and am now using my usual pay-per-month F-Secure Antivirus software but still there's no change.
I was previously using XP Pro with SP2 and Outlook 2003 and never had a problem. After a virus attack, I reinstalled XP and upgraded to Office 2007 with Outlook 2007 and since then have not been able to configure my email accounts to allow incoming POP3 downloads. I can send from the accounts without difficulty but just can't download.
From a business point of view it's a complete nightmare as whilst I can send from my Outlook application, I have to go to webmail for my business domain emails and to my Gmail, Yahoo & Oceanfree online accounts for my personal email addresses to check my incoming emails.
I'm worried about continuity and integrity particularly where my business accounts are concerned because it's too easy to forget something, not check a particular account and lose business because of it.
Can anyone help?
I've tried everything, reset the passwords and protocols so many times it's ridiculous and I'm getting nowhere.
All help and advice would be greatly appreciated but bear in mind I've already tried all the basic recommended tools, port settings etc., and have unlocked catchpas etc., so the help I need is beyond this.

FWIW, every security application you mentioned can scan POP3 email downloads
in real-time. Disabling the program doesn't work most of the time. You
have to uninstall the 3rd party antivirus/antispam/desktop firewall programs
to see if the issue continues. My advice is to come back to a good ol' XP
SP2/SP3 install with the built-in Windows firewall with no 3rd party stuff
other than Office/Outlook to see if the issue continues.

What other words of advice can I give... oh, Outlook 2003/2007 can create a
diagnostic log when connecting to POP3/IMAP accounts. The log files are
helpful in regards to see how far the connection gets before failing.

In edition; If you upgraded using an existing outlook Profile, you might
want to consider creating a new Profile (not copy old)

I'm having the same problem but I'm not running Norten or a Symantec
program.

And what is the exact text of the error messages you see? What happens when
you click the "Test" button in your Account properties?
