Outlook 2007 boots up by itself anytime a new message is received

Hello,
A few days ago, outlook 2007 started booting up all by itself seemingly
whenever a new message was received. I dont want outlook to run all the
time and would like to stop this from happening. I have not found any help
so far for this. Can someone please help me with this? I'm currently
running vista.

Not possible. If Outlook isn't running, it can't receive messages to begin
with, so there's no way an incoming message can start Outlook because there
can be no incoming messages unless Outlook is already running.
I dont want outlook
to run all the time and would like to stop this from happening.

Then don't start Outlook. Examine your Startup program folder to make sure
there's no shortcut for Outlook in that folder.
 
Some common reasons why Outlook will not shut down completely when you click either the X or Exit:

1. PDA synchronization software with your PDA in the cradle.
2. WinFax Pro (especially 10.02 in Outlook 2003) - contact their support for an alleged fix.
3. Franklin-Covey Plan Plus!
4. COM Add-ins.
5. Mail reminder add-ins that keep a stub of Outlook open in the background to check for new mail and fire reminders.
6. Anti-virus/firewall programs that are set to scan incoming and outgoing mail.
