Outlook 2007 automatically restarts

Running Vista 64. When I close outlook it will after a minute restart
itself. It does not open a window. It simply appears in the status bar and
the Show Network Connectivity Changes and Show Network Warnings are both
checked even though I uncheck them before closing Outlook. Perhaps some
other program is starting Outlook but if so I don't know how to track it
down. Can someone provide some direction with this issue?

do you sync with a handheld device? Use an application that accesses outlook
data?
