I can't create a new Identities, because the there is no Identity Manager
found in the File Menu.

Outlook doesn't use identities - it never has. You can create a new
PROFILE - Control Panel-mail.
 
I accessed the Control Panel-Mail but whenever i click the "Email Accounts"
button to create an Account, nothing happens.

that's because you need to click the "show profiles" button.........then you
can create a new profile.....
 
I went to the Show Profiles and click the "Add" button. An error displayed
"There was trouble accessing your Registry"

You've got bigger problems than those with Outlook, then. What version of
WIndows are you using?

If this happened to me, I'd remove the profile entry from the registry and
start over. Are you comfortable doing that?
 
I deleted my old account then i tried to create a new one, i received an
error "There was an error accessing your system registry".

First, deleting an account and deleting a mail profile are completely
separate things. Second, you didn't answer my question.

HKCU\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging
Subsystem\Profiles\profilename

I'd erase the "profilename" key and start over in Mail in Control Panel.
 
I erased all profiles in the registry, but when i tried to create a new
account, i received an error "There was an error accessing your system

Were I in your shoes, I'd reinstall the entire operating system.
 
Registry Error Outlook 2003

I've Done The following.
I Un-Install My Office 2003
Delete every folder on my Pc related to Office11 and Outlook
Under your Documents settings profile as well
Be Careful with the following...!!!

I deleted everything from the registry saying outlook.exe, outlook and office11
NOT Outlook Express

Installed only outlook 2003 Then re-installed Office 2003

Remember not to un-select oulook installation when installing Office 2003
Install Office SP2

And all fixed

I even removed Office 2003 and Oulook 2003 and only re-installed Full office 2003 and it worked..

Recently recieved a client with the same issue
Client was unable to send email recieved error
the messaging interface has returned an unknown error. if the problem persists restart outlook
After troubleshooting found was unable to view account settings
Removed Profiles and .ost files
Attempted to Add new Profile Recived error
There was an error accessing your system registry
Removed registry key for profile subsystem

Still recieving error

Uninstalled Outlook only
ADD Remove Programs> Microsoft Offfice Professional> Click Change > Add Remove Feature
Removed Outlook
Reinstalled Outlook only

Resolved Issue
