Outlook 2003 won't start

Outlook 2003 won't open. It says it has to be connected to an Exchange
Server to open. It then refers to a webmail site that the previous user of
this PC must have used.

I tried repairing Office and then I completely removed Office 2003 Pro and
reinstalled it.

Same result. Any suggestions?
 
try removing the exchange account from the profile. (Start > Settings >
Control Panel > Mail Applet > Email Accounts > View/Change existing accounts
