Outlook 2003 won't open

I am encountering a problem with opening Outlook 2003. Every time I try to
open OL2K3 I receive the following error message:

"Cannot start Microsoft Office Outlook. Unable to open the Outlook window.
The set of folders could not be opened. The server is not available.
Contact your administrator if this condition persists."

I am able to go in through the Control Panel and check my settings and run a
test. Everything works fine. I am connect to the Net via a cable modem and
everything is working on that end.

Has anyone ever seen this message before? If so, how do I fix it?
